kNOW4EUF: Estudos temáticos que reforcem o conhecimento e uma maior eficácia da aplicação dos Fundos Europeus

This opportunity aims to support studies that improve the use of European funds in Portugal, focusing on education, employment, social inclusion, decarbonization, competitiveness, and pilot initiatives.

• Strategic and Operational Studies: Projects aligned with the strategic objectives of Portugal 2030 or specific operational programs.

• Regional Development and Public Policy Studies: Research focusing on regional challenges, public policy design, and territorial development supported by cohesion policy funds.

• Pilot Initiatives: Experimental or demonstration projects that test innovative approaches in areas eligible under cohesion policy funds.

• Efficiency Improvement Studies: Projects that aim to increase the effectiveness, impact, or administrative efficiency in the implementation of EU-funded policies and instruments.

Examples of admissible projects:

• A study evaluating the impact of EU-funded education programs on social inclusion in Portugal.

• Research assessing the effectiveness of regional decarbonization strategies financed through European funds.

• A pilot initiative testing new approaches to improve regional employment outcomes

• Direct personnel costs related to technical or scientific staff directly involved in the study's implementation.

• Indirect costs covered via a fixed rate of 40% applied over direct personnel costs. These include:

  • Administrative support,

  • Data acquisition,

  • Consumables,

  • Communication and dissemination,

  • Travel and accommodation,

  • Workshops and public discussion sessions.

• Total budget for this support: €1,500,000

• Co-financing rate: Up to 75%

• Maximum funding per entity:

  • Up to €80,000 per project (in-depth thematic studies)

  • Up to €40,000 per project (methodological studies)

  • Total operation cost must not exceed €200,000

Eligible entities:

• Higher education institutions, their research institutes and R&D units;

• State laboratories and associated laboratories;

• Private non-profit institutions whose main mission is R&D, including Collaborative Laboratories (CoLabs) and Technology & Innovation Centers (CTIs);

• Other public entities with direct competences in the program’s thematic areas.

General and specific eligibility conditions:

• Activities must be aligned with the strategic priorities of Portugal 2030 and the objectives of the Technical Assistance Program.

• The project must demonstrate a clear contribution to program indicators, including impact on evaluation, strategic monitoring, and knowledge generation.
