Description
The main goal of this opportunity is to strengthen the Portuguese asylum and reception system by enhancing the skills of professionals and volunteers involved in supporting applicants and beneficiaries of international and temporary protection. The initiative focuses on promoting mental health, providing specialized training, facilitating the exchange of best practices, and creating educational or informational materials. Activities are designed to ensure that professionals are well-equipped to meet public policy objectives and European standards. The program covers the entire territory of Portugal.
Admissible Projects
- Projects must include capacity-building actions for groups of at least 10 professionals or volunteers, lasting at least 14 hours, and delivered by specialists.
- They may organize events for sharing best practices or exchanging experiences at the national or international level.
- Preparation and dissemination of pedagogical or informational materials to support training and knowledge sharing are allowed.
- Capacity-building actions are mandatory for all projects.
- Projects must not be completed before the application is submitted.
- All projects must align with the objectives of the FAMI 2030 program.
Examples:
- A local NGO organizes a 16-hour mental health training for 15 staff members working in refugee reception centers, delivered by a licensed psychologist.
- An association hosts a national seminar where volunteers from across Portugal share integration strategies for asylum seekers.
- A public entity develops and distributes a handbook with best practices for supporting beneficiaries of temporary protection.
Eligible Expenses
- Base salaries for personnel directly involved in the project
- Meal subsidies for staff
- Holiday and Christmas bonuses
- Social Security or retirement fund contributions by the employer
- Fees for specialists or external professionals (excluding travel costs)
- Hardware and software purchases
- External evaluations
- Travel and accommodation for project personnel
- Advertising and promotional activities
- Consumables and rental of spaces
- Administrative support services
Note: Other eligible costs are calculated at a fixed rate of 40% of direct personnel costs. Beneficiaries do not need to submit supporting documents for these, except in cases of public procurement.
Financial Information
- Total budget of the grant: €500,000
- Co-financing rate: 75%
- Minimum per project: Projects with a total cost equal to or less than €50,000 will not be approved
- Maximum project duration: 12 months (from October 1, 2025, to September 30, 2026)
- Other financial details: An advance payment of 10% is provided after approval, with further payments as reimbursements each quarter. The combined total of advances and reimbursements cannot exceed 90% of the approved amount. The final 10% is paid after confirming project completion. Other eligible costs are covered at a fixed rate of 40% of direct personnel costs, with no need for supporting documents except for public procurement. Projects must start within 90 business days of approval and finish by September 30, 2026.
Eligibility Criteria
- Applicants must be public or private non-profit organizations or equivalent entities.
- Applicants must not have any restrictions or impediments that would prevent them from receiving funding.
- Applications can be submitted individually or in partnership with other organizations.
- Projects must not be completed or fully executed before submitting the funding application.
- Projects must have a total cost greater than €50,000.
- Applicants must ensure that their project aligns with the objectives of the FAMI 2030 program.
