Description

The main goal of this opportunity is to improve how crime and terrorism are prevented, detected, and deterred by deepening the understanding of related societal issues. It focuses on developing modern, validated tools and training for security practitioners, such as Police Authorities, NGOs, and Civil Society Organisations across Europe. Priority areas include addressing social aspects of crime and radicalization, supporting evidence-based policymaking, and enhancing public trust in Europe as a safe and just area. The opportunity covers EU Member States and Associated Countries, with some participation options for others. Projects are expected to respect privacy and human rights throughout their activities.

Admissible Projects

  • Projects must involve at least one Police Authority and one NGO or Civil Society Organisation from at least two different EU Member States or Associated Countries.
  • Proposals must follow the required page limits and application layout.
  • If using satellite-based data, projects must use Copernicus and/or Galileo/EGNOS systems.
  • Projects must address either societal issues related to crime or terrorism/radicalization.
  • Demonstration, testing, or validation of developed solutions must be included, along with plans for wider adoption.
  • Up to 20% of EU funding can be used for financial support to practitioners for expanding or testing activities.

Examples:

  • A cross-border project developing new training for police and NGOs to identify and prevent radicalization in schools.
  • An initiative that tests a tool for improving community trust in local police, with participation from NGOs in two countries.
  • A pilot program using satellite data to support early detection of organized crime activities, involving Police Authorities and CSOs from different EU states.

Eligible Expenses

  • Financial support (grants) to third parties such as Police Authorities, NGOs, or Civil Society Organisations
  • Costs related to expanding work with additional user groups
  • Expenses for testing new tools or solutions in real-world settings
  • Funding for complementary assessments of developed methods or tools
  • Support for demonstration activities involving practitioners

Restrictions: Financial support to each third party cannot exceed 60,000. Between 5% and 20% of the total EU funding requested can be allocated for this purpose.

Eligibility Criteria

  • Applicants must include at least one Police Authority and one NGO or Civil Society Organisation from at least two different EU Member States or Associated Countries.
  • Police Authorities must be officially recognized and responsible for preventing, detecting, or investigating crime or terrorism (excluding police academies, forensic institutes, training facilities, border, and customs authorities).
  • If using satellite-based data, Copernicus and/or Galileo/EGNOS systems must be used.
  • Applicants must plan to provide financial support to additional Police Authorities or NGOs/CSOs, with a maximum of EUR 60,000 per third party and between 5% and 20% of the total funding allocated for this purpose.
  • A mid-term deliverable assessing project outcomes must be included, led by the practitioners involved.
  • Projects must balance technological and societal aspects, with active involvement of Social Sciences and Humanities experts.
  • The "Information about security practitioners" table must be completed in the application form.
  • All general eligibility conditions of the Horizon Europe Work Programme must be met.
