Description
The main goal of this opportunity is to support research and innovation projects that help counter and prevent radicalisation, extremism, hate speech, and polarisation. It aims to provide effective tools, methods, and solutions for decision-makers, researchers, practitioners, educators, and media organisations across Europe. Key focus areas include understanding how social and economic inequality relate to polarisation and radicalisation, examining the impact of these issues on youth, and exploring how extremist and hate campaigns operate in different political and communication environments. The scope covers EU countries, associated countries, and some non-EU countries with special provisions for participation. Projects should align with EU priorities in addressing these challenges.
Admissible Projects
- Projects must not exceed 50 pages for Part B of the application.
- Proposals should use the provided budget template and include a detailed budget table.
- Projects must address one or more focus areas: radicalisation, extremism, hate speech, or polarisation.
- Proposals should involve relevant stakeholders to test and apply research results.
- Projects must align with the expected outcomes and themes of the opportunity.
- Proposals must follow the application guidelines of the Horizon Europe Programme.

- A research project developing educational resources to help teachers prevent hate speech among teenagers.
- An initiative involving media organisations to test new strategies for countering online extremist content.
- A study exploring the impact of economic inequality on youth radicalisation in urban areas.
Eligible Expenses
- Personnel costs (researchers, project managers, technical staff)
- Costs for equipment and materials needed for the project
- Travel and accommodation expenses for project activities
- Subcontracting services directly related to the project
- Costs for organising workshops, seminars, or stakeholder meetings
- Communication and dissemination costs (publications, outreach, media)
- Data collection and analysis expenses
- Development and testing of digital tools or platforms
- Evaluation and monitoring of project outcomes
- Administrative and overhead costs related to project management
All costs must be included in the lump sum budget and follow the Horizon Europe guidelines. Only expenses directly related to the project and justified in the proposal are eligible.

Eligibility Criteria
- Consortium must involve at least three independent legal entities from three different eligible countries (EU Member States or Horizon-associated countries), with minimum one partner based in an EU Member State.
- All participants must be legal entities established in eligible countries and demonstrate adequate financial and operational capacity in line with Horizon Europe General Annexes B and C
- The action type is Research & Innovation Action (RIA) and must focus on designing and testing strategies to counter radicalisation, extremism, hate speech and societal polarisation across EU contexts
- The project should produce innovative approaches through interdisciplinary research, stakeholder engagement, education, media interventions, digital tools or other mechanisms to prevent escalation of polarisation and hate-based dynamics in democratic societies.
- Standard Horizon Europe requirements apply: the proposal must comply with ethics assessment, integrity checks, exclusion and conflict-of-interest rules, data protection, and other legal eligibility provisions as per General Annexes A–G
