Description

The main goal of this opportunity is to support the decarbonization of buildings by encouraging energy renovations and improving building performance. It focuses on uniting different actors and markets to make building upgrades more attractive, affordable, and efficient. The initiative aims to increase renovation rates, improve energy efficiency, reduce greenhouse gas emissions, and promote circular and low-carbon solutions. It also supports the use and reliability of building data and policy tools such as Energy Performance Certificates and Renovation Passports. Activities are expected to take place across several eligible countries, fostering international collaboration and learning.

Admissible Projects

  • Proposals must follow the required page limits and layout as specified in the application guidelines.
  • Each project must include at least three applicants from three different eligible countries.
  • Applicants must demonstrate both financial and operational capacity to carry out the project.
  • Proposals must clearly state whether they address Scope A or Scope B, and explain if both are included.
  • It is recommended that projects request up to EUR 2 million in EU funding, though other amounts can be proposed.

Examples of admissible projects:

  • A project involving organizations from Spain, Germany, and Italy to pilot new renovation methods in each country.
  • An initiative where three energy agencies from different eligible countries collaborate to develop a shared platform for building performance data.
  • A partnership between construction companies in three countries to test and promote low-carbon building materials across borders.

Eligibility Criteria

  • Minimum consortium: At least 3 independent legal entities from 3 different eligible countries.

  • Eligible countries: EU Member States and LIFE Programme associated countries.

  • Eligible participants: Legal entities such as public authorities, NGOs, SMEs, large companies, universities, and research centres.

  • Coordinator: Must be based in an eligible country.

  • International partners: Possible, but not counted towards the minimum consortium and usually not funded.

  • Affiliated entities: Can participate and receive funding, but do not count toward consortium minimum.

  • Legal/financial capacity: All applicants must prove they have the operational and financial capacity to carry out the project.

  • Exclusion criteria: Entities that are bankrupt, under investigation, or excluded from EU funding are not eligible.
