Description

The main goal of this opportunity is to support research and innovation that advances sustainable food systems, the bioeconomy, natural resources, agriculture, and environmental protection. It focuses on fostering solutions for climate change, restoring biodiversity, and promoting circular economies through collaboration and social innovation. Special attention is given to projects engaging citizens, supporting partnerships, and encouraging international cooperation. The opportunity targets two key regions: the Arctic Ocean and coastal areas (with emphasis on community-based monitoring and indigenous knowledge), and the Antarctic shelves and Southern Ocean (supporting international scientific collaboration). Projects are expected to collaborate across disciplines and stakeholders, including international partners.

Admissible Projects

  • Must apply the multi-actor approach, involving diverse stakeholders.
  • May require participation from entities in specific regions or countries, depending on the topic.
  • For blind evaluation topics, proposals must not reveal organization or personnel details in the first application stage.
  • Should aim to reach a defined technology readiness level by project end (e.g., TRL 5-7).
  • International cooperation is encouraged or required for some topics.
  • Projects using satellite data must utilize Copernicus and/or Galileo/EGNOS services.
  • Eligible costs are in lump sum form; grants to third parties may not exceed EUR 60,000 each.

Examples:

  • A project in the Arctic involving indigenous communities to monitor climate impacts using satellite data.
  • A partnership between European and Indian researchers developing sustainable farming techniques for the Antarctic region.
  • An international consortium piloting circular bioeconomy solutions with stakeholders from the EU and African Union member states.

Eligible Expenses

  • Personnel costs (salaries, social security, and related expenses)
  • Equipment and material purchases or rentals
  • Travel and subsistence for project activities
  • Subcontracting of specific tasks or services
  • Costs for dissemination, communication, and stakeholder engagement
  • Costs for community-based monitoring and citizen science activities
  • Data acquisition and management, including satellite data access
  • Workshops, meetings, and networking events
  • Financial support to third parties, up to EUR 60,000 per third party

Restriction: All expenses must be justified in the application, reflected in the grant agreement, and incurred after the project start date.

Financial Information

  • Total budget of the grant: 130,000,000€ million (over 2025-2027)
  • Co-financing rate: For some actions, 50% of eligible costs
  • Maximum value per project: 7,000,000€
  • Minimum value per project: 5,000,000€

Eligibility Criteria

  • Applicants must be legal entities established in eligible countries (including the EU, Brazil, African Union member states, India, and others, depending on the topic).
  • Projects must apply the multi-actor approach, involving relevant stakeholders.
  • Some topics require or encourage international cooperation with specific countries or regions.
  • Applicants must follow the blind evaluation rules for certain topics (no identifying details in early-stage proposals).
  • Use of Copernicus and/or Galileo/EGNOS data is required for topics involving satellite-based earth observation.
  • Financial support to third parties is only allowed as grants, with a maximum of EUR 60,000 per third party.
  • Participation by the Joint Research Centre and international organizations is allowed under certain conditions.
  • All eligibility criteria detailed in the relevant work programme annexes must be met.
