Description

The main goal of this opportunity is to support the preparation of proposals for large-scale projects that help implement Circular Economy and Quality of Life strategies. It focuses on national or regional plans related to the circular economy, waste management, water management, air quality, and noise reduction. Projects should aim to involve all relevant stakeholders and set up coordination mechanisms to fund necessary complementary actions. The support is available for eligible countries as outlined in the call document. Emphasis is placed on collaboration and effective planning at a broad territorial level.

Admissible Projects

  • Projects must prepare a proposal for a Strategic Integrated Project under the LIFE Circular Economy and Quality of Life sub-programme.
  • The project should support the implementation of a national or regional Circular Economy Action Plan, Waste Management Plan, River Basin Management Plan, Air Quality Plan, or Noise Action Plan.
  • Actions must cover a large territorial scale.
  • All relevant stakeholders should be involved in the project planning and preparation.
  • There must be a clear coordination mechanism to secure funding for complementary measures needed to fully implement the targeted plan or strategy.

Example projects:

  • Developing a proposal to implement a regional waste management plan involving local authorities, businesses, and community groups.
  • Coordinating efforts to prepare a large-scale river basin management project with input from environmental agencies and water utilities.
  • Organizing stakeholder meetings to design an air quality improvement project for a metropolitan area.

  • Budget for this Call: 300,000

Eligibility Criteria

  • Eligible Applicants: Public or private legal entities established in EU Member States, Overseas Territories, EEA countries, or associated countries. The coordinator must reside in an eligible country. 

  • Project Type: Projects must support the preparation of an ENV-focused Strategic Integrated Project (SIP).

  • Key Principle: Activities must be new and additional—no duplication of previous work, no statutory tasks, and no research. All actions must directly support developing a SIP submission. 

  • Target SIP Types: Must align with formal, approved plans such as:

    • Circular Economy or Waste Management Plans

    • River Basin or Flood Management Plans

    • Air Quality or Noise Action Plans

    • Marine or Drought Strategies
