Estratégias de Eficiência Coletiva PROVERE do NORTE2030 - 2.ª fase de operações do PT2020

The main goal of this opportunity is to support the completion of investments for projects that were previously funded under the NORTE 2020 program. The focus is on boosting the economic value of local resources in low-density areas, improving regional competitiveness, and supporting sustainable development, including climate action, circular economy, and environmental protection. This grant specifically targets the regions of Chaves, Vila Real, and Resende in the North of Portugal. It aims to bridge the transition between two major funding periods and reinforce the impact of collective efficiency strategies (EEC PROVERE).

• Projects must be the second phase of operations already approved under NORTE2020.
• They must align with EEC PROVERE strategies for 2021–2027.
• Projects must be integrated into the relevant Action Plans.
• They must not exceed the maximum allocated FEDER funding.
• Operations must be located in Chaves, Vila Real, or Resende.

Examples:

• Completing the Aquanatur Palace project with new wellness facilities in Chaves.
• Expanding the Central do BIEL with updated equipment in Vila Real.
• Rehabilitating and partially converting the thermal building at Caldas de Arêgos in Resende for modern thermal treatments.

• Studies, technical projects, and expert opinions
• Consultancy and specialized professional services
• Construction and building works
• Purchase of equipment
• Acquisition of information and communication systems
• Promotion and dissemination activities

All expenses must follow the specific rules and limits set by the notice.

• Total funding for this call: €1,519,585.51
• Maximum per project:
  - Aquanatur Palace: €196,374.47 FEDER
  - Central do BIEL: €215,162.32 FEDER
  - Rehabilitation and Partial Conversion of the Thermal Building - Caldas de Arêgos: €1,108,048.72 FEDER
• Maximum project duration: 24 months from contract signature, extendable by at least 12 months if justified and approved
• Other financial details:
  - Funding is non-reimbursable and requires the beneficiary to secure national co-financing.
  - Payments may be made as advances, reimbursements, or against invoices.
  - Projects must reach 30% execution by September 2025 and 70% by September 2026.
  - If the funding in the EEC PROVERE Plan is reduced, the project budget will be adjusted down.
  - If a project is not included in the EEC PROVERE Plan, funding will be revoked.

• Applicants must have their tax and social security obligations up to date.
• They must be legally constituted and registered, including in the Central Register of Beneficial Owners if required.
• Applicants must have adequate human, technical, and material resources to carry out the project.
• They must show a balanced financial situation and capacity to finance the project.
• Applicants must not have unresolved cases regarding recovery of illegal aid or be in insolvency.
• They cannot be considered companies in difficulty.
• Applicants must follow public procurement and environmental rules.
• The project must not be fully completed before applying.
• Applicants need a bank account in Portugal and must meet other specific requirements in the notice.
