Description

The main goal of this opportunity is to support projects that develop or improve social infrastructures and equipment in the NUTS II Norte region of Portugal. It focuses on areas such as childcare centers, day care and home support centers, activity and inclusion centers for people with disabilities, shelters or housing for homeless individuals, and residential institutions. The intention is to align these investments with the local territorial strategy (ITI CIM/AM) to meet pressing social needs. Please note that funding is not guaranteed at the time of application, as this is a conditional overbooking opportunity.

Admissible Projects

  • Projects must align with the local Integrated Territorial Investments (ITI CIM/AM) strategy for their NUTS III region.
  • Eligible actions include investments in creches, day care and home support centers, activity and inclusion centers (CACI), shelters/housing for homeless individuals, and residential institutions.
  • Projects need a social priority opinion from the Social Security Institute (ISS, IP).
  • Demonstrate adequate maturity and readiness for implementation.
  • Comply with environmental safeguards and the principle of not causing significant harm.

  • Renovating a building to create a new day care center for elderly people in a small town.
  • Building a shelter to provide temporary housing for homeless individuals in a city center.
  • Expanding an existing creche to accommodate more children and improve accessibility for those with disabilities.

Eligible Expenses

  • Studies, plans, and preparatory activities directly linked to the project
  • Consulting and advisory services, including cost-benefit analyses
  • Acquisition of land and establishment of easements (within set limits)
  • Construction works and civil engineering
  • Purchase of equipment, including monitoring systems and IT/software
  • Supervision, safety coordination, and technical assistance costs
  • Testing and trials related to the project
  • Price revisions based on contracts
  • Information, awareness, and publicity actions for the project
  • Amortization costs for properties or equipment directly linked to the project (if conditions are met)

Restrictions: Expenses must be directly related to the approved project and meet specific conditions. Land acquisition is subject to set limits. Only costs incurred after approval and within the project duration are eligible.

Financial Information

  • Total budget of the grant: €0 (no guaranteed funding at the time of application)
  • Co-financing rate: 85% from FEDER (if funding becomes available)
  • Maximum per project: €1,000,000 (may increase in special cases)
  • Minimum per project: €250,000 for certain municipalities; €100,000 for others
  • Maximum project duration: 24 months (can be extended by 12 months if justified and approved)
  • Other financial details: Funding is subject to future availability and management authority decisions. Payments are made in installments based on project milestones. Projects must align with the local ITI CIM/AM strategy and meet technical, financial, and environmental criteria.

Eligibility Criteria

  • Applicants must have regularized tax and social security status.
  • Organizations must be legally established and registered (including in the Central Register of Beneficial Owners, if required).
  • Any outstanding repayments of European funds must be settled or committed to be settled before approval.
  • Applicants must be authorized to carry out the proposed activities.
  • Demonstrate sufficient human, technical, and material resources for the project.
  • Show an economically balanced financial situation and ability to co-finance the project.
  • Have ownership or administrative rights to the land/buildings needed for the project.
  • Obtain all necessary licenses and prior authorizations for investments.
  • Projects must align with the ITI CIM/AM strategy for the relevant region.
  • Submit a social priority opinion or request from the Social Security Institute (ISS, IP).
  • Ensure project maturity, sustainability after investment, and compliance with environmental and conflict-of-interest standards.
