Description

The main goal of this opportunity is to support temporary occupation programs that help unemployed individuals engage in socially useful work. The focus is on providing participants with valuable work experience, supplementary training, and support to encourage their integration into stable employment. Special attention is given to vulnerable and disadvantaged groups, aiming to improve their employability, promote social inclusion, and ensure equal opportunities. The program encourages active participation and works to prevent long-term detachment from the labor market. This grant covers projects within the Região Autónoma da Madeira (NUTS II region).

Admissible Projects

  • Projects must support the social and professional integration of vulnerable or disadvantaged groups.
  • They should offer temporary occupation in socially useful activities for unemployed individuals.
  • Projects must include training or activities that improve employability and facilitate professional insertion.
  • Actions should align with public employment policy objectives and contribute to targeted results.
  • Each project must achieve at least 3 points in the evaluation criteria to be admissible.

Restrictions: Expenses must be incurred and paid within the eligibility period (from January 1, 2021, to the final balance request). All costs must meet the requirements set by the program guidelines.

Financial Information

  • Total budget of the grant: €9,000,000
  • Co-financing rate: up to 85% (FSE+ fund)
  • Maximum project duration: 48 months
  • Other financial details:
    • Beneficiaries can receive an initial advance payment of up to 10% of the approved amount after meeting certain conditions.
    • Reimbursement payments can cover up to 95% of the total approved amount, with the final 5% paid after confirmation of project completion.
    • Reimbursement requests are processed within 30 working days; final balance payments within 45 working days.
    • For projects over €500,000, a video presentation is required; for those over €10,000,000 or of strategic importance, a communication activity is required.
    • Beneficiaries must submit at least one reimbursement request every 12 months for projects longer than one year (maximum four per year).

Eligibility Criteria

  • Applicants must be unemployed individuals registered with the Public Employment Service and meet program-specific conditions.
  • Beneficiaries must have organized accounting, not be insolvent, and have no salary arrears.
  • Applicants must have regularized tax and social security status and demonstrate financial capacity for the project.
  • Projects must comply with principles of non-discrimination, accessibility for people with disabilities, and sustainable development.
  • Applicants must follow environmental protection standards.
  • Projects cannot be fully completed before applying, and the total cost must exceed €200,000.
  • A minimum score of 3 points in the evaluation criteria is required, especially for the project's contribution to program indicators.
