INFRAESTRUTURAS HOSPITALARES

The main goal of this opportunity is to support the development and modernization of hospital infrastructure in the Centro region of Portugal. The focus is on increasing the capacity and resilience of hospital services, adapting to demographic changes, and promoting healthcare that is centered on families and local communities. Priority areas include ensuring equal access to healthcare, strengthening primary care, and using information and communication technologies to improve health systems. All supported projects must contribute to a more sustainable and efficient healthcare network in the NUTS II CENTRO region.

• Projects must comply with all national and EU requirements for European Funds and meet the specific conditions of the notice.
• Each project must have a total cost of at least €200,000 and focus on eligible categories such as construction, equipment, or related services.
• Projects must support environmental goals, including energy efficiency and climate-friendly practices, and follow the principle of causing no significant harm.
• Infrastructure projects must ensure climate resilience, energy efficiency, and demonstrate long-term sustainability, including operational and maintenance resources.
• Projects should complement other national or EU-funded initiatives, with a minimum quality score required in this area.
• Applicants must provide detailed documentation, including technical, financial, and sustainability plans.

• A hospital upgrades its emergency department to improve capacity and energy efficiency, submitting all required technical and environmental documentation.
• A public health center installs new digital health monitoring systems, ensuring the project aligns with other national health initiatives.
• A hospital undertakes renovations to improve accessibility and climate resilience, providing a full sustainability and maintenance plan.

• Services for preparing architectural and engineering projects directly linked to the operation
• Civil construction and engineering works
• Contract-related price revisions
• Services for supervision and safety coordination during construction
• Acquisition of equipment for monitoring systems, information, technology, and software essential to the project
• Non-recoverable VAT on eligible costs
• Video production costs for projects with eligible costs over €500,000 (with specific requirements)
• Exterior arrangements within the hospital perimeter, if applicable

All expenses must follow rules on energy efficiency, sustainability, and environmental standards.

• Total budget of the grant: €10,000,000
• Maximum project duration: 24 months
• Other financial details: Payments are made as advances, reimbursements, and/or final payments. The final payment request must be submitted within 45 days after project completion. For projects with eligible costs over €500,000, a one-minute video is required. For projects exceeding €10,000,000, a communication activity must be organized. Only projects with a minimum merit score of 3 are eligible, and infrastructure investments must meet sustainability and environmental standards.

• Applicants must be public entities providing health services in the Centro region of Portugal.
• Applicants must demonstrate the investment is ready to proceed, especially for public works, with published procedures and necessary documentation.
• A complete electronic application form and all required documents must be submitted via the Balcão dos Fundos platform.
• Projects must achieve a minimum merit score of 3.00 in the evaluation process.
• Applicants must show they have the financial capacity to cover any non-financed costs and ensure project sustainability after completion.
