Description

The main goal of this opportunity is to support innovative local approaches to social development, focusing on the active inclusion of people at risk of social exclusion, especially those experiencing homelessness. The initiative aims to improve the integration of these populations through a variety of multidimensional interventions, such as psychosocial support, employability programs, temporary shelter, and efforts to reduce stigma. Projects should target individuals, families, and communities in the Alentejo region (NUTS II) of Portugal. The program encourages multidisciplinary teamwork and community engagement to drive lasting change.

Admissible Projects

  • Projects must be led by public or private non-profit entities with experience or a clear mission in supporting people at risk of exclusion, especially homelessness.
  • Activities must take place within the Alentejo region (NUT II) of Portugal.
  • Projects should present innovative solutions for social development and promote active inclusion strategies targeting vulnerable groups.
  • Only costs incurred and paid within the specified eligibility period are admissible.
  • Project duration must be between 6 and 36 months.
  • Applications must be submitted electronically with all required documentation.
  • Projects already completed or fully executed before application are not eligible.
  • Projects must score at least 3 out of 5 in the evaluation process.

Examples:

  • A local non-profit creates a multidisciplinary team to provide integrated psychosocial and employment support for homeless individuals in Évora.
  • A municipality launches a community awareness campaign to reduce stigma and encourage local businesses to hire people at risk of exclusion.
  • An association develops a temporary shelter program combined with personalized case management for families experiencing homelessness in Beja.

Eligible Expenses

  • Direct personnel costs: salaries, mandatory employer contributions, holiday and Christmas bonuses (proportional), meal allowances, overtime, night work, and work accident insurance
  • External personnel: fees and non-deductible VAT, if justified and necessary
  • Operational costs (covered by a fixed rate of 40% of direct personnel costs): travel, accommodation, per diems, and similar expenses
  • Costs must be incurred and paid within the eligibility period
  • Expenses must align with economic rationality and be directly related to the approved project
  • All costs must comply with EU and national requirements
  • Non-eligible: property purchases, vehicle acquisitions, performance bonuses, union dues

Restrictions: Non-eligible expenses include real estate, vehicles, and some supplementary benefits. Only costs within the eligibility period are accepted.

Financial Information

  • Total budget of the grant: €1,100,000
  • Co-financing rate: 85% of eligible expenses (FSE+), with 15% covered by national public contributions
  • Project duration: 6 to 36 months
  • Other financial details: An initial advance of 10% is available after meeting certain conditions. Reimbursements are made based on requests, with a maximum of 95% paid before final confirmation. Projects over €500,000 in eligible costs require a video presentation. A fixed rate of 40% of personnel costs covers other eligible expenses. Projects must not be completed before applying.

  • Excludes projects already completed or with ineligible expenses (e.g., real estate, vehicles).
