Description

The main goal of this opportunity is to support the digitalization of cultural heritage in the Algarve region. It focuses on modernizing museums, archives, and libraries by improving their technological infrastructure and enhancing the quality of their services. The program also aims to make cultural collections more accessible to the public through digital platforms, encouraging research, dissemination, and mediation of heritage items. Additionally, it seeks to promote sustainable culture and tourism as drivers of economic growth, social inclusion, and innovation in the Algarve. All activities must take place within the Algarve region of Portugal.

Admissible Projects

  • Projects must focus on digitalizing museum, bibliographic, archival, archaeological, or other cultural collections for public access.
  • All content must use public domain licenses, be in open formats, and be made available through the Europeana platform.
  • Total eligible project costs must exceed €200,000.
  • Projects must demonstrate technical maturity with detailed budgets and documentation.
  • Projects must align with environmental objectives and the "Do No Significant Harm" principle.
  • Applicants must be eligible entities such as municipalities, local/state-owned enterprises, or private non-profits working with municipalities.

  • A municipal museum digitizing its art and archaeological collections and making them accessible online via Europeana.
  • A local archive collaborating with a library to scan and publish historic documents in open formats for public research.
  • A non-profit working with municipalities to create a digital platform showcasing intangible cultural heritage, such as traditional music or oral histories.

Eligible Expenses

  • Acquisition of services for studies, planning, and preparatory activities directly related to the project.
  • Purchase of equipment, systems, and software necessary for digitalization.
  • Specialized digitalization, conservation, restoration, communication, and cultural mediation services.
  • Purchase or upgrade of technical equipment for digitalizing cultural assets and collections.
  • Development and implementation of communication resources and activities promoting social inclusion, accessibility, and cultural literacy.
  • Personnel expenses, up to 20% of the eligible project cost, if staff have relevant skills and are assigned to the project.

Restrictions: Personnel costs cannot exceed 20% of eligible expenses. Equipment costs must not exceed market value and must be lower than similar new equipment. Second-hand equipment is only eligible if certain conditions are met.

  • Total budget of the grant: €700,000
  • Co-financing rate: Maximum 60% from FEDER
  • Maximum per project: €150,000 from FEDER
  • Minimum per project: Total eligible costs must exceed €200,000
  • Other financial details: Payments are made as advances, reimbursements, or final payments. Equipment costs must be justified and not exceed market value. Applicants must show they can fund and sustain the project after the grant period.

Eligibility Criteria

  • Applicants must be municipalities, their associations, local public administration entities, local/state-owned enterprises, or private non-profits cooperating with municipalities.
  • The project must take place in the Algarve region.
  • Total eligible project costs must exceed €200,000.
  • Projects cannot be completed or fully executed before applying.
  • Applicants must provide detailed technical and financial plans showing project maturity.
  • Applicants must show they can maintain and sustain the project after completion.
  • Projects must align with regional planning and environmental goals.
  • For museums, collections must be from recognized institutions; for libraries, collections must be from municipal public libraries in the national network.
  • All content must use public domain licenses, open formats, and be made available on platforms like Europeana.
  • Applicants must comply with environmental, energy, and waste management standards.
