Description

The main goal of this opportunity is to speed up the use of Generative Artificial Intelligence (GenAI) in public administrations. Projects will focus on developing and applying European GenAI solutions to bring innovation, improve public services, and create better experiences for citizens. Key areas include decision-making for urban planning, optimizing internal processes, personalizing citizen services, and making laws easier to access and understand by machines. The initiative targets public administrations in EU Member States, EEA-EFTA countries, and others associated with the Digital Europe Programme. Solutions should be easy to replicate across different EU administrations and must follow EU values and standards.

Admissible Projects

  • Consortium must include public administrations at the national, regional, or local level, and can involve universities, research organizations, or NGOs.
  • Projects must have a letter of commitment for 50% co-funding from relevant authorities.
  • Solutions must use European GenAI technology, aligning with EU values, data protection, and explainability.
  • Solutions must be designed for replicability and scalability across EU public administrations.
  • Projects must request between EUR 5-7 million EU funding, matched by co-funding.
  • Proposals must follow the format and requirements described in the call document.

  • A city government partners with a university to develop a GenAI tool that helps plan new public transport routes, ensuring the tool can be reused by other cities.
  • A national administration works with a research institute to create a GenAI platform that simplifies legal documents for citizens, designed to be adopted by other countries.
  • A regional authority collaborates with NGOs to implement a GenAI-powered chatbot for citizen services, with the system built for easy adaptation by other regions.

Restrictions: Only expenses directly related to the project and co-funding requirements are eligible.

Eligibility Criteria

  • Applicants must be from EU Member States, EEA-EFTA countries, or countries associated with the Digital Europe Programme.
  • Consortium must include at least one public administration at the national, regional, or local level.
  • Other partners can include universities, research organizations, civil society organizations, or NGOs.
  • Applicants must show both financial and operational capacity to complete the project.
  • Applicants must not be subject to exclusion criteria (e.g., conflict of interest).
  • Applicants must provide a letter confirming 50% co-funding from relevant authorities.
  • Eligibility depends on forming a consortium; single applicants are not eligible.
