The main goal of this opportunity is to strengthen collaborative combat capabilities among EU Member States and EDF Associated Countries. It focuses on advancing existing collaborative functions, developing new capabilities through studies, prototyping, and operational demonstrations, and improving overall operational performance. Key areas include collaborative force protection, threat assessment, engagement strategies, multi-domain land warfare, supervision of unmanned systems, joint logistics, and enhanced connectivity between multinational platforms. The use of advanced technologies such as AI, cybersecurity, and hybrid communication systems is emphasized. Activities and deployments are primarily intended for NATO and EU operations and missions.

Admissible Projects

  • Projects must develop and demonstrate innovative multinational collaborative land combat capabilities.
  • They should enhance military land systems currently used or being developed in EU Member States and EDF Associated Countries.
  • Projects must address all operational levels, from individual soldiers to command posts.
  • Eligible activities include knowledge generation, increasing interoperability, feasibility studies, design, prototyping, testing, qualification, certification, and technology development for defence product lifecycles.
  • Proposals should focus on operational performance and integration of advanced technologies.

Eligible Expenses

  • Equipment Costs: Depreciation costs for equipment, or in some cases, the total price for equipment used in prototyping.
  • Indirect Costs: Actual indirect costs can be declared if similar project examples exist.
  • Subcontracting Costs: Eligible within a specified maximum rate.
  • Raw Materials and Components: Purchase of necessary materials or components, even from outside the EU if not available within.
  • Development of Key Enabling Technologies: Expenses related to the development of essential technical capabilities.
  • Architecture Framework Implementation: Costs for coordinated approaches to system architecture.
  • Standard and Test Capability Analysis: Expenses for analyzing standards and test methodologies.

Restrictions: Subcontracting costs are capped at a maximum rate. Equipment costs are generally covered as depreciation unless used for prototyping, where the full price may be eligible.
