Description

The main goal of this opportunity is to support researchers from Ukraine who have been displaced due to the war. It enables these researchers to continue or restart their academic or professional research at organizations based in EU Member States or Horizon Europe Associated Countries. The initiative focuses on scientific excellence, career development, inter-sectoral mobility, and fostering innovation and open science. There is also an emphasis on inclusiveness and helping rebuild Ukraine's research and innovation sector. Organizations in Ukraine may participate as hosts when conditions allow, especially to help researchers reintegrate into the country.

Admissible Projects

  • Projects must be submitted by eligible organizations or consortia, not by individual researchers.
  • Applicant organizations must be academic or non-academic entities established in EU Member States or Horizon Europe Associated Countries.
  • Projects should provide fellowships to doctoral or postdoctoral researchers displaced from Ukraine.
  • Projects should support research activities and, when possible, the reintegration of researchers into Ukraine.
  • Short-term secondments to organizations in non-associated third countries are allowed.

Examples:

  • A university in Germany partners with a research institute to host and support Ukrainian postdoctoral researchers for two years.
  • A technology company in Poland provides fellowships to doctoral candidates from Ukraine, including a short-term placement in another EU country.
  • A consortium of universities and NGOs in France coordinates a project to help displaced Ukrainian researchers return to Ukraine for reintegration when safe.

  • Mobility allowances for secondments

  • Research-related materials and consumables
  • Administrative and management costs related to the fellowship

  • Support for reintegration activities in Ukraine, if applicable

Restrictions: The maximum amount granted to each third party is EUR 2.00 million, covering the recruitment of several researchers. All expenses must align with unit contributions used in similar MSCA actions.

Eligibility Criteria

  • Applicants must be organizations (academic or non-academic) established in an EU Member State or Horizon Europe Associated Country.
  • Only organizations or consortia can apply; individual researchers cannot submit applications.
  • Supported researchers must be Ukrainian nationals, stateless persons, or nationals from other countries who resided in Ukraine and were displaced after 24 February 2022.
  • Researchers must be either doctoral candidates (enrolled in a doctoral program) or postdoctoral researchers (holding a doctoral degree).
  • Host organizations in non-associated third countries may participate for short-term secondments.
  • Organizations in Ukraine are encouraged to host researchers for reintegration when possible.
  • Consortia are allowed and encouraged for broader impact and support.
