Description
The main goal of this opportunity is to develop the ability to operate in space by launching a pilot mission focused on In-Space Operations and Services (ISOS) by 2030. The initiative aims to lay the groundwork for a future European space service infrastructure, supporting the growth of a new in-space economy and advancing the demonstration of orbital technologies. Key focus areas include detailed mission and system design for logistics, development of enabling technologies, and innovative operational concepts. The program encourages collaboration among eligible European and partner countries to ensure interoperable solutions and strategic autonomy in space activities.
Admissible Projects
- Projects must involve legal entities established in EU Member States, Norway, Iceland, Canada, New Zealand, Switzerland, or the United Kingdom.
- Proposals must not exceed 60 pages and follow the specified layout.
- Projects should aim to advance key technologies to the required readiness level and consider previous EU-funded solutions.
- Entities controlled by non-eligible countries must provide guarantees ensuring no adverse impact on EU interests.
- Collaboration with other ISOS-related topics is required and must be formalized.
- Use of Copernicus and/or Galileo/EGNOS data is mandatory if relevant satellite services are involved.
Examples:
- A project designing a logistics spacecraft for in-orbit servicing, involving partners from France, Germany, and Switzerland.
- An initiative developing advanced docking technology for space vehicles, building on results from a previous EU project.
- A collaborative mission planning system that integrates Copernicus satellite data for navigation, with partners from the UK and Norway.

Eligibility Criteria

- Entities controlled by organizations from non-eligible countries may participate only with guarantees that their involvement does not compromise EU strategic interests or security.
- Applicants must meet the financial and operational criteria set out in the Horizon Europe Work Programme General Annexes.
- Proposals must comply with specified page limits and formatting requirements.
- Applicants must be prepared to collaborate with other ISOS-related projects and formalize this partnership.
- If using satellite data, applicants must use Copernicus and/or Galileo/EGNOS services.
