Description

The main goal of this opportunity is to find new and creative solutions for improving how information and forensic evidence are analyzed, as well as how frontline policing is carried out. The focus is on developing modern, standardized, and reliable tools, skills, and training for security professionals such as police authorities and forensic institutes. Projects should help prevent, detect, and investigate crime and terrorism, including the proper collection of court-proof evidence. This opportunity also aims to strengthen cross-border information sharing and provide solid support to policymakers in shaping rules for modern policing and forensic analysis. Active participation from police authorities in at least two different EU Member States or Associated Countries is required.

Admissible Projects

  • Project proposals must follow the required page limit and layout as described in the Horizon Europe application guidelines.
  • Each project must actively involve at least two Police Authorities from at least two different EU Member States or Associated Countries.
  • Police Authorities must be public authorities designated to prevent, detect, or investigate crime or terrorism (excluding police academies, forensic institutes, training facilities, border, and customs authorities).
  • If satellite-based data or services are used, projects must use Copernicus and/or Galileo/EGNOS systems.
  • Projects must address one of the following: advanced technology challenges, modern forensic analysis using new technologies, or modernization of frontline policing.
  • Proposals should include plans for demonstration, testing, or validation, and describe how results could be scaled up at national and EU levels.

Examples:

  • Developing a new digital tool to help police from two EU countries securely share real-time crime data across borders.
  • Creating an advanced forensic analysis method that uses satellite imagery to support investigations, ensuring the use of Copernicus data.
  • Designing a training program for police officers in two countries to use new mobile technologies for crime scene evidence collection.

Eligibility Criteria

  • Projects must involve at least two Police Authorities from two different EU Member States or Associated Countries as beneficiaries.
  • Police Authorities must be public bodies officially tasked with preventing, detecting, or investigating criminal or terrorist offenses (excluding police academies, forensic institutes, training centers, border, and customs authorities).
  • If using satellite-based data or services, projects must use Copernicus and/or Galileo/EGNOS systems.
  • Applicants must complete the 'Information about security practitioners' table in the application form.
