Description

The main goal of this opportunity is to advance privacy-enhancing technologies (PETs) that help protect personal and industrial data, support the EU’s leadership in cybersecurity, and strengthen digital sovereignty and resilience. The opportunity focuses on developing robust, scalable, and reliable PETs for secure data sharing frameworks and real-world systems. Key areas include privacy-preserving methods for data sharing, blockchain-based and decentralized PETs, post-quantum cryptographic algorithms, and improving the usability and dependability of PETs in supply chains and diverse data environments. Participation is limited to entities established in specific eligible countries.

Admissible Projects

  • Development of privacy-preserving technologies for federated and secure data sharing systems.
  • Design of GDPR-compliant, privacy-enhancing tools for collaborative analysis of sensitive personal and industrial data.
  • Integration of crypto-agile, privacy-by-design protocols in software, digital signatures, and user authentication schemes.
  • Creation of scalable PETs for constrained devices and secure supply chain environments.
  • Development of blockchain or decentralized PETs combined with technologies like federated learning.
  • Design of user-centric, secure, and usable privacy-enhancing systems evaluated in real-world data environments.

Example projects:

  • A consortium of European SMEs and universities developing a privacy-preserving data sharing platform for healthcare providers.
  • A partnership between blockchain experts and legal advisors to create decentralized PETs for secure industrial supply chains.
  • An interdisciplinary team designing post-quantum cryptography solutions for financial data protection.

Eligible Expenses

  • Personnel costs directly related to the project
  • Equipment and software necessary for research and development
  • Costs for subcontracting specific technical tasks
  • Travel and accommodation for project meetings or dissemination activities
  • Consumables and materials used during project execution
  • Costs for testing, validation, and demonstration activities
  • Expenses for data management and storage
  • Communication and dissemination of project results
  • Costs for regulatory compliance and legal consultations
  • Indirect costs as allowed under lump sum funding

Restrictions: All costs must fit within the lump sum model and be necessary for achieving project objectives. Non-eligible costs and unrelated expenses are not covered.

Financial Information

  • Budget for this Call: 11,000,000€
  • Number of Grants attributed: 3
  • Maximum value per project: 4,000,000€
  • Minimum value per project: 3,000,000€

Eligibility Criteria

  • Applicants must be legal entities based in eligible countries as defined by the programme.
  • Entities controlled by non-eligible countries or organizations cannot participate unless they fulfill ownership declaration requirements.
  • Applicants must respect rules for protecting European communication networks.
  • Consortia are encouraged to include expertise from multiple disciplines, SMEs, and legal professionals to ensure regulatory and GDPR compliance.
  • Applicants must proactively identify and address potential regulatory challenges for their technologies or solutions.
