Description

The main goal of this opportunity is to strengthen research and innovation (R&I) collaboration by aligning and pooling national and regional funding programs across Europe and beyond. It focuses on addressing global challenges, advancing the Sustainable Development Goals, and supporting the uptake of new technologies, policies, and market solutions. The program encourages joint efforts among countries to identify common R&I priorities and implement collaborative projects. Participation is open to organizations from EU Member States, Associated Countries, and non-associated third countries. The opportunity is designed for transnational consortia seeking to drive impactful research and innovation at multiple levels.

Admissible Projects

  • Coordinate and align national and regional R&I funding programmes around common priorities, pooling resources and avoiding overlap with existing EU-funded actions
  • Implement multiannual joint calls and additional collaborative activities to fund transnational R&I projects addressing global challenges and SDGs
  • Ensure clear stakeholder commitment, including from public programmes and potentially foundations or charities, to jointly fund and support actions
  • Promote complementarity with EU Framework Programmes, Partnerships, and Missions, respecting ERA principles and strategic coherence
  • Justify international cooperation where relevant, and demonstrate potential impact at national, regional, and transnational levels within a typical 3-year timeline

Examples:

  • A group of research agencies from three different EU countries jointly launching a call for climate change innovation projects.
  • A consortium of public funders from two EU Member States and one non-associated third country pooling resources to support collaborative health research.
  • Regional innovation bodies from three different countries coordinating their funding to address digital transformation challenges.

Eligibility Criteria

  • Applicants must form a consortium with at least three independent legal entities.
  • Each consortium member must be established in a different Member State, Associated Country, or non-associated third country.
  • At least two consortium members must be established in a Member State.
  • Entities from non-associated third countries are exceptionally eligible for Union funding for this topic.
  • Consortia must follow the required application format and page limits.
