Description

The main goal of this opportunity is to boost the quality and effectiveness of technological infrastructures in the Lisbon region. It focuses on investments in equipment, information systems, and communication systems that support science and technology centers, parks, and incubators. The initiative aims to enhance knowledge transfer, foster innovation, and strengthen regional competitiveness. Support is targeted at infrastructures that facilitate collaboration between research, technology, and business sectors.

Admissible Projects

  • Projects must focus on the (re)qualification of technological infrastructures.
  • Eligible infrastructures include technology centers, science and technology parks, and technology-based incubators.
  • Projects must align with the RIS3 Lisbon 2030 priority domains and strategic priorities.
  • Operations should promote knowledge and technology exchange between research institutions and companies.
  • Projects must demonstrate alignment with regional intelligent specialization strategies.

  • Upgrading a technology center with new laboratory equipment to support industry R&D.
  • Modernizing a science park's digital infrastructure to improve collaboration between startups and universities.
  • Equipping a tech incubator with advanced communication systems to accelerate the creation of new technology-based companies.

Eligible Expenses

  • Purchase of equipment for technological infrastructure.
  • Acquisition of information systems.
  • Acquisition of communication systems.
  • Small works related to installation and setup.
  • Testing and commissioning of new systems or equipment.
  • Procurement of specialized goods essential for infrastructure operation.
  • Procurement of specialized services necessary for effective functioning.
  • Expenses must be incurred and paid between January 1, 2021, and October 31, 2025.

Restriction: Only expenses directly related to the (re)qualification and equipping of technological infrastructure are eligible.

  • Total budget of the grant: €3,000,000
  • Co-financing rate: up to 40% 
  • Minimum per project: €200,000
  • Maximum per project: €500,000
  • Maximum project duration: 30 months

Eligibility Criteria

  • Applicants must be higher education institutions, public or private non-profit organizations involved in technology transfer, or entities managing science parks or tech incubators.
  • Public entities, including municipalities, may apply in partnership with eligible organizations.
  • Applicants must demonstrate financial stability with supporting documentation.
  • Projects must not be completed before application submission.
  • All required licenses and authorizations must be obtained before starting the investment.
  • Applicants must show that the project will be sustainable after investment, including covering operational and maintenance costs.
  • Projects must ensure accessibility and follow principles of equality and non-discrimination.
  • Eligible expenses must occur between January 1, 2021, and October 31, 2025.
  • Total project cost must be at least €200,000.
  • Each project must score a minimum of 3.00 in project merit assessment.
  • Applicants must submit a communication plan to promote European funding support.
  • Multiple applications for the same project are not allowed.
