Description

The main goal of this opportunity is to accelerate Europe's digital transformation and reinforce the region's independence in digital technologies. It aims to boost core Artificial Intelligence (AI) capacities, encourage the use of AI in key sectors such as healthcare, energy, and research, and enhance public services. Focus areas include supporting processor and semiconductor technologies, applying generative AI in public administrations, improving regulatory compliance through data, and making the agri-food sector more efficient and sustainable using digital tools. The scope covers eligible organizations in the EU, EEA, Switzerland, and countries associated with the Digital Europe Programme, with some topics having stricter security-related participation limits.

Admissible Projects

  • Provide daily operational, administrative, and communication support to the Alliance and its working groups
  • Organise General Assemblies, Stakeholder Forums, and manage onboarding of new members to grow the Alliance
  • Develop and maintain the Alliance’s website and digital collaboration platform with ongoing content updates
  • Coordinate creation of strategic roadmaps, action plans, and end-user needs assessments for the semiconductor sector
  • Facilitate upskilling and reskilling initiatives and support the European Commission in making the Alliance a sustainable stakeholder platform

Eligible Expenses

  • Personnel costs (employees, direct contracts, seconded persons, SME owners, and natural person beneficiaries)
  • Travel and subsistence costs (actual costs only)
  • Equipment costs (full cost for some topics, depreciation for others)
  • Internally invoiced goods and services
  • Financial support to third parties (for specific topics)
  • Communication costs (e.g., presenting the project online or on social media)
  • Indirect costs (flat rate of 7% of eligible direct costs, with some exclusions)
  • Non-deductible/non-refundable VAT (except for certain public bodies)
  • Kick-off meeting costs (travel and accommodation for up to two people, if after project start)

Restrictions: Expenses must occur in eligible countries, align with EU policy priorities, and avoid double funding or profit. Some topics have extra security or geographic limits.
