Description

The main goal of this opportunity is to support the development and demonstration of innovative multinational defense capabilities. It focuses on enhancing military systems, fostering interoperability, and advancing technologies to strengthen the European defense industry. Key areas include digital and deep technologies, naval and land combat systems, air and underwater networks, and space-based intelligence solutions. Projects must prioritize innovation, cybersecurity, and scalability. Activities must take place in eligible European countries or EDF-associated countries.

Admissible Projects

  • Advance next-generation ROICs for infrared detectors based on EU supply chains and advanced silicon technologies
  • Integrate ROIC platforms with multiple IR detection wavelengths and 2D/3D architectures to enable smart IR sensors
  • Develop and test integrated demonstrators, assess performance, and explore 3D stacking to increase maturity
  • Ensure EU collaboration among IR detector providers for cost-effective access to CMOS nodes and scalable production
  • Mandatory activities include knowledge integration, feasibility studies, design, prototyping, and testing of defence components

Examples:

  • A consortium from France, Germany, and Italy developing a new naval combat system prototype.
  • Three companies from Spain, Poland, and the Netherlands collaborating on advanced cybersecurity solutions for land combat vehicles.
  • Organizations from Sweden, Greece, and Belgium designing and testing a space-based surveillance constellation.

Eligible Expenses

  • Personnel costs for employees and directly contracted individuals
  • Costs for seconded personnel and SME owners
  • Subcontracting costs (must be performed in eligible countries)
  • Travel and subsistence expenses (actual costs only)
  • Equipment costs (depreciation or full cost for specific prototyping activities)
  • Purchase of goods, works, and services needed for the project
  • Financial support to third parties (for specific topics only)
  • Internally invoiced goods and services
  • Indirect costs (flat-rate of 25% of eligible direct costs, with exceptions)
  • Non-deductible/non-refundable VAT (with restrictions for public authorities)

All expenses must be incurred in eligible countries and comply with the rules of the Grant Agreement.

Eligibility Criteria

  • Applicants must be legal entities (public or private bodies).
  • Applicants must be established in eligible countries (EU Member States, certain EEA countries).
  • Each project must involve at least three independent applicants from three different eligible countries.
  • Applicants must demonstrate sufficient experience, qualifications, and resources.
  • Applicants must not be under exclusion due to bankruptcy, fraud, or similar issues.
  • Subcontractors and partners must meet establishment and control requirements.
  • Associated partners from non-eligible countries may participate in exceptional cases, but cannot receive funding.
  • Natural persons are not eligible, except self-employed individuals without separate legal personality.
