The main goal of this opportunity is to support energy efficiency and reduce greenhouse gas emissions in buildings managed by the Local Public Administration. Restrictions: Land acquisition is capped at 10% of total eligible expenses unless in degraded or industrial zones (up to 15%). Projects must present an ex-ante energy audit, a valid energy performance certificate, and comply with accessibility and sustainability standards.

Eligibility Criteria

  • Applicants must be municipalities, their associations, local public sector entities, or public/non-profit associative entities in cooperation with eligible entities.
  • Projects must align with the operation typologies and objectives specified in the notice.
  • Projects must be part of the Integrated Territorial Investments (ITI) Action Plans for the Lisbon Metropolitan Area.
  • Total project cost must be above €200,000.
  • Applicants must demonstrate project maturity and readiness.
  • Operations must not be materially completed before application submission.
  • Possession of necessary licenses and authorizations prior to investment execution, if required.
  • Compliance with accessibility and cultural preservation principles.
  • Demonstrated public interest and expected benefits.
  • Submission of an ex-ante energy audit and a valid energy performance certificate.
  • Ownership or legal possession of the infrastructure compatible with the project's lifespan.
  • Projects must achieve at least a medium-level renovation or a 30% reduction in greenhouse gas emissions compared to pre-project levels.
