Description

The main goal of this grant is to boost the capacity of the Lisbon region to adapt to climate change and reduce vulnerabilities linked to extreme temperature events and rising sea levels in estuaries. The opportunity emphasizes nature-based solutions and supports projects that produce decision-making tools, develop climate action or adaptation plans, and implement systems for climate prediction and monitoring. Additional focus areas include urban cooling and the creation of green urban structures. Projects must take place within the Lisbon Metropolitan Area and contribute to the region's sustainability and resilience.

Admissible Projects

  • Projects must align with the objectives of the Lisbon Regional Program 2030 and demonstrate sufficient maturity.
  • They should not be completed or fully executed before the application submission date.
  • All necessary licenses and authorizations should be secured before starting the project.
  • Projects must fit within relevant territorial or environmental plans.
  • Technical details, cost justification, and sustainability after investment are required.
  • There should be no overlap of funding from other sources.
  • Eligible applicants include municipalities, local public entities, and non-profit associations working with municipalities.

  • A municipality develops a climate adaptation plan to address heatwaves and flooding.
  • An association partners with local government to install a real-time climate monitoring system in urban parks.
  • A city upgrades public spaces with green infrastructure to cool urban areas and manage stormwater.

Eligible Expenses

  • Studies, plans, and project development
  • Acquisition of land and establishment of servitudes (up to 10% of total eligible expenses, or 15% in degraded industrial zones)
  • Construction and engineering works
  • Purchase of equipment, monitoring systems, IT, materials, and software
  • Supervision and safety coordination
  • Price revisions for eligible executed works
  • Information, dissemination, awareness, and publicity activities
  • Recovery and renaturalization of natural systems

 

Financial Information

  • Total budget of the grant: €12,500,000
  • Co-financing rate: up to 40%
  • Maximum project duration: 24 months

 

Eligibility Criteria

  • Applicants must align with the objectives of the Lisbon Regional Program 2030.
  • Projects must show sufficient maturity at the time of application.
  • Operations cannot be completed or fully executed before the application is submitted.
  • All required licenses and authorizations must be secured before investment begins.
  • Projects must fit within territorial, environmental, or tourism-related strategies.
  • Applicants must provide technical details and cost justifications.
  • Applicants must ensure the project's sustainability after completion, including maintenance resources.
  • Applicants must declare that there is no overlapping funding from other sources or clearly separate costs if there are multiple funding streams.
