Description
The main goal of this opportunity is to promote sustainable urban mobility and contribute to the transition toward a zero net carbon economy. It focuses on supporting projects that encourage seamless and intelligent multimodal transportation, reduce reliance on individual vehicles, and improve urban and suburban environments. Key areas include enhancing air quality, lowering noise pollution, and supporting active mobility such as walking and cycling. The initiative also supports digitalization in urban transport, as well as awareness and planning actions. This grant covers projects within the NUTS II Lisbon region of Portugal.
Admissible Projects
- Projects must meet specific eligibility requirements, including alignment with the program’s objectives and operation types.
- They must be consistent with territorial or strategic plans and demonstrate technical and financial sustainability.
- Projects should comply with environmental and equality standards and provide all necessary documentation.
- Only projects with a Merit Score of 3.00 or higher are eligible for selection.
- Applicants must be municipalities, local business sector entities, or public/nonprofit associative entities under the ITI AML framework.

- Developing a city-wide network of cycling lanes and pedestrian paths to encourage active mobility.
- Implementing a digital platform for real-time urban transport information and route planning.

Eligible Expenses
- Costs for studies, plans, and project development
- Expenses paid by beneficiaries between January 1, 2021, and December 31, 2029
- Investment-related costs, if technically justified and detailed
- Eligible VAT expenses, supported by proper tax authority documentation
- Physical and financial execution costs for eligible investments
- Preparation of required reports and documentation
- Project management and coordination expenses
- Costs related to digitalization and smart mobility solutions
- Public awareness and information campaign expenses
- Monitoring and evaluation activities
Restrictions: Payments in cash, financial operation charges, maintenance or repair costs for infrastructure, and interventions that alter the use of co-financed infrastructure within 10 years are not eligible.

Eligibility Criteria
- Applicants must be municipalities, local business sector entities, or public/nonprofit associative entities within the ITI AML framework.
- Applicants must submit all required information within set deadlines.
- Projects must begin within 90 business days of funding approval, unless justified and accepted.
- Applicants must follow the approved physical and financial execution schedule.
- Projects must align with the operation types and objectives specified in the program notice.
- Projects must not be materially completed before application submission.
- All necessary licenses and authorizations must be in place before project execution.
- Applicants must declare that there are no salary arrears.
