Description

The main goal of this opportunity is to support collaborative programs that help children and young people succeed in school and prevent them from dropping out. It focuses on providing personalized support through multidisciplinary teams, organizing extracurricular activities, improving digital skills, and involving families in the educational process. The opportunity also aims to build connections between schools and the labor market and to improve planning at the municipal and intermunicipal levels. Special attention is given to children and youth at risk, including those from disadvantaged backgrounds, families in fragile situations, individuals with disabilities, migrants, and refugees. This grant covers projects carried out in the North of Portugal (NUTS II region).

Admissible Projects

  • Projects must be coordinated by eligible public or private non-profit entities with experience working with the target groups.
  • The main beneficiaries should be children and young people at risk of school failure or dropout, as well as schools and their educational communities.
  • Projects must be included in the Action Plans under the Contract for Territorial Development and Cohesion of the relevant intermunicipal entity.
  • Projects cannot be completed before the application is submitted.
  • For projects with multiple partners, a formal written agreement must be in place to regulate collaboration.
  • Entities in the Área Metropolitana do Porto must avoid overlapping funding from different sources.

Examples:

  • A municipality partners with local schools and NGOs to offer after-school tutoring and digital literacy workshops for students at risk.
  • An intermunicipal community creates a program connecting students with local businesses for career exploration and mentoring, focusing on youth from disadvantaged backgrounds.
  • A non-profit collaborates with schools to involve families and provide support for migrant children adapting to the school system.

  • Salaries for project staff
  • Mandatory employer social security contributions
  • Personnel costs based on actual time dedicated to the project
  • Indirect costs (general overheads) calculated as a fixed rate
  • Operational costs linked to project activities, covered by a fixed percentage
  • Training and capacity-building expenses for staff and beneficiaries
  • Materials and supplies needed for project activities
  • Costs related to organizing extracurricular activities
  • Digital tools and resources to improve digital skills
  • Family and community engagement activities

Restrictions: Public contracts above EU thresholds are not eligible. Only expenses that are actually incurred and paid are eligible. Indirect and some operational costs are covered by fixed rates applied to direct personnel costs.

  • Co-financing rate: up to 85%
  • Maximum value per project: €1,000,000
  • Maximum project duration: 72 months

Eligibility Criteria

  • Applicants must be municipalities, intermunicipal communities, the Área Metropolitana do Porto, or public/private non-profit entities with experience serving the target groups, and must be part of a co-promotion coordinated by an eligible municipality or intermunicipal entity.
  • Projects must be included in the relevant Action Plans for Territorial Development and Cohesion.
  • Applicants must provide a formal agreement if the project involves multiple partners.
  • Projects that are already completed before application are not eligible.
  • Applicants in the Área Metropolitana do Porto must ensure there is no overlap of funding with other sources.
  • Applicants must have regularized tax and social security status.
  • Applicants must maintain organized accounting and keep project documents for five years after the last payment.
