Description
The main goal of this grant is to support projects that promote the active inclusion of vulnerable groups in the North of Portugal. It aims to foster equal opportunities, non-discrimination, and improve employability, especially for those facing disadvantage. The focus covers combating poverty, integrating homeless individuals, promoting gender equality, supporting people with disabilities, integrating Roma communities, protecting children's rights, and encouraging active and healthy aging. Projects must be carried out within the North region and align with public policy priorities in social inclusion.
Admissible Projects
- Projects must be part of approved Intermunicipal Action Plans or similar local/regional plans focused on social development and inclusion.
- Eligible actions include support for homeless individuals, initiatives for elderly autonomy and healthy aging, activities promoting physical and social inclusion, cultural inclusion initiatives, programs for employability and social entrepreneurship, support for mediators and cultural facilitators, and projects for independent living for people with disabilities.
- Applicants must be municipalities, intermunicipal communities, the Porto Metropolitan Area, or nonprofit organizations with proven experience, working in partnership with municipal or intermunicipal entities.
- Projects must not be completed or fully executed before application submission.
- Applications must include full documentation, such as a descriptive summary, indicators, financial plan, and required forms.
Examples:
- A partnership between several municipalities to create employment programs and social entrepreneurship workshops for Roma youth.
- An initiative led by a municipality to support elderly people in living independently through community-based services and social activities.
- A nonprofit organization working with the local council to provide housing and reintegration services for homeless individuals.
Eligible Expenses
- Remuneration for internal and external personnel directly involved in the project (design, preparation, development, monitoring, evaluation).
- Purchase and reproduction of educational resources and books.
- Acquisition of technical services directly related to the project.
- Costs for disseminating project results.
- Purchase of essential equipment, including ICT equipment (up to 30% of the eligible project cost).
- Indirect costs calculated using simplified fixed rates (23% or 40%, depending on the cost structure).
- Only expenses that are actually incurred and paid are eligible for reimbursement.
Restrictions: Representation costs, performance bonuses, voluntary discounts (like extra insurance or retirement plans), and costs for administrative or managerial roles are not eligible. Expenses exceeding public contract thresholds or not directly related to the project are also excluded.

- Co-financing rate: Fixed 40% of eligible direct personnel costs (or 23% in specific cases)
- Maximum per project: €1,500,000
- Maximum project duration: 72 months
Eligibility Criteria
- Applicants must be municipalities, intermunicipal communities, the Porto Metropolitan Area, or nonprofit entities with proven experience, working as co-promoters with local authorities.
- Projects must be included in an approved Intermunicipal Action Plan or similar development plan.
- Operations must not be completed or fully executed before the application is submitted.
- Applicants must submit all required documentation, including a written agreement between co-promoters (if applicable).
- Applicants must meet the requirements for European funding, including compliance with relevant program rules and priorities.
- Applicants must have regularized tax and social security status.
- Eligibility is tied to the geographic region of North Portugal and the location where the project is carried out.
