Description

The main goal of this opportunity is to strengthen the skills and qualifications of workers in local public administration in the North of Portugal. It aims to improve the quality and efficiency of public services, especially in the context of digital and climate transitions. Key focus areas include education, health, culture, social action, transport, and housing. Projects that encourage shared services, simplify regulations, and promote organizational development are especially valued. The initiative targets training actions that take place in the North of Portugal or are led by beneficiary entities based in this region.

Admissible Projects

  • Projects must focus on modernizing and innovating local public administration.
  • They should aim to qualify workers for new responsibilities transferred from central to local government.
  • Eligible areas include education, health, culture, social action, transport, and housing.
  • Projects must not be completed or fully carried out before application submission.
  • Training activities must start within 90 days of approval and last up to 48 months (extendable to 60 months if justified).
  • Each training action can include a maximum of 20 trainees for funding purposes.

Examples:

  • A municipality organizes digital skills training for its education department staff to support digital transformation in schools.
  • An intermunicipal community develops a program to train health workers in new telemedicine procedures.
  • A non-profit partners with local authorities to deliver workshops on regulatory simplification for urban transport management teams.

Eligible Expenses

  • Transport and daily allowances for trainees
  • Fees for trainers and support staff involved in the training
  • Rental, leasing, and depreciation of equipment or facilities
  • Direct costs for preparing, developing, monitoring, and evaluating training
  • General overhead expenses linked to the operation
  • Salaries and mandatory social security contributions for trainees (public entities only, for training during working hours)
  • Costs for synchronous training hours (in-person or distance learning), verified via appropriate platforms

Restrictions: Only full, verified training hours are eligible. Salaries and social contributions are only covered for public entities and only during working hours.

Financial Information

  • Total budget of the grant: €10,000,000
  • Co-financing rate: Up to 85% 
  • Maximum value per company: 1,000,000€
  • Minimum value per company: 150,000€

Eligibility Criteria

  • Applicants must comply with the general requirements for European funds and relevant national regulations.
  • Applicants or their training partners must be certified or use certified training providers in the relevant fields.
  • Eligible entities include municipalities, intermunicipal communities, the Porto Metropolitan Area, and other public or private non-profit organizations with experience in training for the target audience.
  • Projects must be coordinated by municipalities or intermunicipal entities, with the possibility of co-promotion.
  • Projects must not be completed or fully executed before applying.
  • Each training action can have a maximum of 20 trainees for funding purposes.
  • Each coordinating entity can submit only one application, but co-promoters may participate in multiple projects as training providers.
