Description

The main goal of this opportunity is to support material actions that protect and defend the coastline in mainland Portugal. It focuses on helping regions adapt to climate change, prevent disasters, and build coastal resilience. Priority areas include restoring sediment movement, nourishing beaches, building and repairing coastal defenses, stabilizing cliffs, relocating at-risk areas, reinforcing natural protection systems, and dredging lagoons and estuaries. The grant is available for projects in the NUTS II regions of mainland Portugal.

Admissible Projects

  • Projects must focus on coastal protection and defense within mainland Portugal.
  • Actions should address sediment dynamics, beach nourishment, coastal defense structures, cliff stabilization, relocation of risk areas, strengthening natural protection, or dredging of lagoons and estuaries.
  • Projects must be led by the Portuguese Environment Agency (APA), a municipality, or an association of municipalities.
  • Projects must receive a favorable opinion from the APA.
  • Operations must align with the eligible actions listed and contribute to coastal resilience and adaptation.

Examples:

  • Replenishing sand on a beach to prevent erosion in a coastal municipality.
  • Building a new seawall to protect a vulnerable harbor area.
  • Stabilizing a cliff near a popular tourist area to reduce landslide risks.

Eligible Expenses

  • Studies, plans, and preparatory activities directly related to the project.
  • Cost-Benefit Analysis preparation, if required.
  • Civil construction works and engineering tasks.
  • Acquisition of equipment, monitoring systems, IT, materials, and software.
  • Supervision, safety coordination, and technical assistance.
  • Price adjustments as per contracts for eligible works.
  • Information, awareness, and publicity actions linked to the project.
  • Other essential expenses for project completion, if justified and approved.

Payments are made as advances against invoices or as reimbursements for actual costs paid by the beneficiary.

  • Total budget of the grant: €16,000,000
  • Co-financing rate: up to 85% of eligible costs
  • Maximum value per company: €1,000,000

Eligibility Criteria

  • Applicants must be the Portuguese Environment Agency (APA), a municipality, or an association of municipalities.
  • Projects must receive a favorable opinion from the APA confirming alignment with eligible actions.
  • Applicants must show that their intervention is the best technical solution and meets minimum readiness requirements.
  • Projects cannot involve maintenance or repair of previously co-financed infrastructure.
  • Applications must score at least 3.00 points overall and at least 2.00 points in selection criteria N1.
  • Projects must not cause significant harm to environmental objectives.
  • Certain expenses, such as cash payments, financial charges, maintenance costs, and reconversion of previously co-financed infrastructure within 10 years, are not eligible.
