The main goal of this opportunity is to support the hiring of highly qualified professionals in scientific infrastructures, research institutions, technology centers, and Collaborative Laboratories in the Lisbon region. It focuses on promoting innovation, quality job creation, and addressing challenges linked to climate change and digital transformation. The grant encourages closer collaboration between companies and research organizations, aiming to align with the Lisbon Regional Strategy for Smart Specialization. Activities must take place within the Lisbon Metropolitan Area, specifically Grande Lisboa and Península de Setúbal.

• Projects must hire highly qualified human resources (bachelor's, master's, or PhD level) in non-business entities involved in research and innovation.
• Activities must align with the Lisbon RIS3 Strategy 2021-2027.
• Applications must achieve a minimum score in promoting equal opportunities, gender equality, and sustainable development goals.
• Operations must start within 90 business days of funding approval.
• Jobs must be created within the Lisbon Metropolitan Area (Grande Lisboa and Península de Setúbal).
• The hiring must occur after application submission, with project duration between 12 and 36 months.

Examples:

• A research center in Lisbon hires a PhD holder to lead a project on renewable energy solutions.
• A technology and innovation center in Setúbal employs a master's graduate to develop new digital health tools.
• A Collaborative Laboratory recruits a bachelor's degree professional to coordinate outreach and partnership activities for climate adaptation projects.

• Base salary for new hires, following public administration pay scales

Restrictions: Meal subsidies, overtime, night work, holiday work, and other specific supplements or bonuses are not eligible.

• Total budget of the grant: €1,500,000
• Co-financing rate: Up to 40%
• Minimum value per project: €150,000
• Maximum value per project: €750,000
• Maximum project duration: 36 months

• Applicants must be legally constituted and registered, including in the Central Register of Beneficial Owners if applicable.
• They must have regularized tax and social security status and no unpaid obligations to European funds.
• Applicants must not be under insolvency or subject to recovery of illegal aid.
• They need to demonstrate a balanced financial situation and capacity to finance the project.
• Applicants must maintain organized accounting and transparent practices to avoid conflicts of interest.
• No salary arrears are permitted throughout the project duration.
• The project must not be fully completed before application submission.
• Operations must start within 90 business days of the funding decision, unless justified and accepted.
• Specific documentation must be submitted, including a descriptive memorandum, detailed budget, financial statements, and declarations of compliance.
