Description

The main goal of this opportunity is to support the creation of Municipal Waste Management Plans by local waste management entities in Madeira. The initiative aims to advance the transition to a circular economy and promote efficient resource use. It focuses on climate action, energy transition, and urban waste management. The scope is limited to the Autonomous Region of Madeira. Actions supported are primarily the development of studies and strategic plans.

Admissible Projects

  • Projects must involve the preparation of Municipal Waste Management Plans.
  • Applicants must be entities responsible for municipal waste systems in Madeira.
  • Actions must be immaterial (studies, plans, strategies), not infrastructure or equipment.
  • Projects must comply with the requirements established for municipal waste management planning.

Eligible Expenses

  • Costs for conducting studies and preparing waste management plans.

  • Publicity costs necessary to achieve the project's objectives.
  • Real costs directly linked to the operation, supported by invoices or equivalent documents.
  • Payments made between January 1, 2021, and December 31, 2029.

Restrictions: Expenses must not be already completed or ineligible under European and regional funding rules. Only real, documented costs are allowed.

  • Co-financing rate: up to 85% (European Regional Development Fund)
  • Maximum per project: €100,000
  • Minimum per project: €25,000

Eligibility Criteria

  • Applicants must be local public administration entities managing municipal waste in Madeira.
  • Projects must be located within the Autonomous Region of Madeira.
  • Applicants must submit all required documentation, including a detailed project description and budget.
  • A minimum evaluation score of 3.00 points is required based on selection criteria.
  • Applicants must provide a statement from the regional environmental authority confirming alignment with regional strategies.
  • Compliance with technical rules, including public procurement and detailed budgeting, is required.
  • Projects must contribute to strategic regional goals and indicators, such as the number of studies produced and population coverage.
  • Applicants must follow all specific requirements outlined in the program notice.
