Description
The main goal of this opportunity is to support the improvement and modernization of public and collective social services in the Alentejo region of Portugal. It focuses on upgrading, remodeling, or adapting social facilities such as nurseries, day care centers, and home support services. The initiative aims to encourage integrated and inclusive social, economic, and environmental development, strengthen connections between urban and rural areas, and promote innovative ways of delivering social services. Only projects located within the Alentejo (NUTS II) region are eligible.
Admissible Projects
- Projects must be submitted by municipalities, intermunicipal communities, or private social solidarity institutions with agreements with municipalities, included in the territorial integrated investment plans for Baixo Alentejo and Alentejo Central.
- Projects must focus on the requalification, remodeling, or adaptation of social equipment (e.g., nurseries, day centers, home support services).
- Projects should show a minimum level of readiness, have secured financial sources, and demonstrate sustainability after completion.
- They must comply with environmental and energy efficiency standards, such as NZEB+20% for new buildings and a 30% reduction in greenhouse gas emissions for renovations.
- Required documentation includes agreements with social security, proof of property ownership, and financial viability studies.
- Projects are evaluated on strategic fit, impact, execution capacity, and quality, needing a minimum merit score of 3.00.

- Renovating a municipal day care center to meet new energy efficiency standards and improve accessibility.
- Upgrading a home support service facility to reduce its environmental footprint and expand its capacity.
- Remodeling a nursery operated by a private social solidarity institution, ensuring compliance with modern safety and environmental requirements.
Eligible Expenses
- Costs for studies, architectural, and engineering projects directly related to eligible operations.
- Construction works and civil engineering activities.
- Purchase of equipment, monitoring systems, IT materials, and software.
- Services for supervision and safety coordination during construction.
- Non-recoverable VAT on eligible costs.
- Production of a video (at least one minute) presenting the project, required for projects with eligible costs over €500,000.
Expenses must follow green procurement, energy efficiency, and waste management requirements.

Eligibility Criteria
- Applicants must be a municipality, intermunicipal community, or a private social solidarity institution with a protocol with a municipality in the eligible regions.
- Projects must be included in the territorial integrated investment plans for Baixo Alentejo or Alentejo Central.
- Applicants must demonstrate investment readiness and financial capacity to deliver the project.
- Proof of property ownership or right to intervene in the property is required.
- Projects must align with the principle of "Do No Significant Harm" (DNSH).
- Applicants must meet environmental and energy efficiency standards.
- All required documentation, such as agreements with social security and financial viability studies, must be provided.
- Projects must achieve a minimum merit score of 3.00 in the evaluation process.
