Description

The main goal of this opportunity is to support innovative solutions that address social challenges in the Centro region of Portugal. The focus is on projects that deliver measurable results in Social Inclusion, Employment, Education, Health, and Justice. Special attention is given to initiatives that promote equal opportunities, active participation, and non-discrimination, especially for disadvantaged groups. Projects must demonstrate a high potential for impact and be validated by relevant public entities. The funding aims to foster sustainable and results-driven approaches in priority public policy areas.

Admissible Projects

  • Projects must offer innovative responses to social problems, clearly different from conventional solutions, with proven potential for impact and sustainability.
  • Applications are only admissible if submitted by a partnership, including at least one social investor and one implementing entity (from the social economy or private sector), with no control relationship between them.
  • The social investor must commit to financing the eligible costs minus any project revenues and take on the risk if results are not achieved.
  • Projects must align with priority public policies, confirmed by a favorable opinion from the relevant public entity, and include clear indicators and targets.
  • Total eligible project costs cannot exceed €200,000, and the maximum duration is 24 months.

Examples:

  • A partnership between a private company and an NGO develops a digital platform to connect unemployed youth with job training and employers, validated by the local employment office.
  • A social investor teams up with a health cooperative to pilot a mobile clinic service targeting rural elderly populations, with impact measured by improved health outcomes and validated by the regional health authority.
  • An association and a private investor launch an after-school program for disadvantaged children, aiming to improve school attendance and performance, with targets agreed upon by the local education department.

Eligible Expenses

  • Personnel Costs: Salaries, allowances for accommodation, meals, and transportation for staff involved in the project.
  • External Services: Payments for technical, consulting, or other specialized services.
  • Equipment and Goods: Purchase or rental of equipment and movable goods needed for the project.
  • Raw Materials and Components: Acquisition of materials and components essential for project activities.
  • Rents and Leases: Costs of renting or leasing facilities and equipment.
  • Amortization Expenses: Costs related to the depreciation of project assets.
  • Utilities: Expenses for water, electricity, and communications used in the project.
  • Maintenance: Costs to maintain equipment and facilities used in the project.
  • Consumables and Non-Durable Goods: Items used up during the project.
  • General Operational Expenses: Other justified operational costs directly related to project delivery.

All expenses must be directly related to the project, justified with proper documentation, and the total eligible cost cannot exceed €200,000. Direct costs for services, equipment, and materials are limited to 30% of the total eligible cost.
