This opportunity is designed to support projects that align with strategic goals for urban waste management. It focuses on sustainable solutions for reusing and recycling urban waste, aiming for significant socio-economic and environmental benefits. Projects should integrate resource optimization and promote economies of scale, aligning with broader policies like the Action Plan for Circular Economy.
Admissible Projects
Focus on the construction or expansion of facilities that treat organic waste, such as:
- Composting units
- Anaerobic digestion units that produce biogas or recover nutrients from bio-waste
Treat bio-waste collected separately from regular waste.
Be located in one of the following areas:
- Alto Tâmega e Barroso, Douro, or Terras de Trás-os-Montes
- Alto Minho, Área Metropolitana do Porto, Ave, Cávado, or Tâmega e Sousa
Be part of the approved municipal or intermunicipal waste strategy (PAPERSU).

Eligible Expenses

Studies and Preparatory Work

Technical studies, project plans, cost-benefit analyses, and other preparatory support services directly tied to the project.

All civil engineering works required to build or expand the organic waste treatment units.

Equipment and Technology Acquisition

Equipment, monitoring systems, IT systems, materials, and relevant software.

Technical Supervision and Support

Costs related to safety coordination, construction oversight, and technical assistance.

Price Adjustments
-
Price revision adjustments under applicable legislation, based on actual work done.

Communication and Awareness Activities

Actions related to information dissemination, awareness campaigns, and project publicity, including what’s outlined in the communication plan.

Environmental Compensation and Monitoring

Costs of environmental mitigation and monitoring measures required by the environmental authorities.

-
Restoration of public access or services affected by construction works.

Testing and Trials

Costs for tests and operational trials, eligible for a period of up to six months and only if not charged to end users.

Financial Information
Total budget for the grant: €30,000,000
Co-financing percentage: Up to 25% of eligible expenses
Minimum funding per project: €200,000
Maximum funding per project: €10,000,000
Eligibility Criteria

Be a municipal waste management entity, either:

A municipal company
-
An intermunicipal waste management system operator
-
A public multi-municipal waste management company
-

Be legally established and operate in the Norte region (NUTS II).

Be responsible for implementing the approved municipal or intermunicipal waste management plan (PAPERSU).

Have the technical, administrative, and financial capacity to implement the project.
-
Be in a regular situation with Tax and Social Security authorities.
-
Have organized accounting and not be under any restriction related to insolvency, recovery orders, or breach of State Aid rules.
