The main goal of this opportunity is to support innovative projects that deliver measurable results in addressing social challenges. Focus areas include social inclusion, employment, education, health, and justice, with a special emphasis on helping vulnerable or disadvantaged groups. The initiative encourages new approaches, entrepreneurship, and solutions that demonstrate clear impact and sustainability. Projects must be carried out in the North region of Portugal. Funding is provided as a grant to organizations that work in partnership to address these social issues.
Admissible Projects
- Projects must introduce innovative solutions that are different from traditional methods, aiming for measurable social impact and sustainability.
- Applications must be submitted by a partnership that includes at least one social investor and one implementing entity (social economy or private sector), with no control relationship between them.
- Projects must focus on eligible themes: Social Inclusion, Employment, Education, Health, or Justice, and aim for results-oriented solutions.
- The total eligible project cost must not exceed €200,000.
- Projects must be backed by social investors who provide funding and take on the risk if results are not achieved.
Examples:
- A partnership between a local foundation and a private investor launches a job-training program for unemployed youth in Porto, using a new mentorship model.
- An NGO and a social investor implement an innovative digital platform to support the integration of migrants in the North region, focusing on language and job skills.
- A health cooperative and a social investor develop a mobile health service to reach isolated elderly populations, using telemedicine for the first time in the area.
Eligible Expenses
- Personnel Costs: Salaries, honorariums, and related expenses for staff and consultants, including transport, accommodation, and meals proportional to their work on the project.
- Acquisition of Services and Goods: Payments for technical services, equipment, and materials directly linked to the project.
- Materials and Components: Purchase of raw materials and components needed for project activities.
- Rents, Leases, and Amortizations: Costs for renting or leasing facilities and equipment used in the project.
- General Operating Expenses: Utilities, maintenance, consumables, and other day-to-day operational costs.
All expenses must be supported by documentation, such as invoices or historical data, and must fit the categories in the application. Direct costs related to the operation are limited to 30% of the total eligible cost.

Eligibility Criteria

- Operations must be implemented in the North region of Portugal (NUTS II).
- Applicants must provide documentation showing the relevance of their intervention, alignment with public policy priorities, and clear, reasonable targets and indicators.
- A detailed project budget and evidence of expected impact are required.
