Inovação Produtiva 2025

The grant aims to support small and medium-sized enterprises (SMEs) in Portugal by promoting innovative and productive business activities. This initiative focuses on boosting economic competitiveness and export orientation through the development of innovative products and services that are both marketable and internationalizable .

To be eligible for funding, projects must support the innovation and competitiveness of SMEs through one of the following:

• Production of new goods or services not previously offered by the company

• Significant improvements in existing production processes, with measurable efficiency or quality gains

• Introduction of innovative technologies in manufacturing, logistics, distribution, or marketing operations

• Expansion of capacity (minimum 20% increase in output for expansions)

The project must contribute to tradable and internationalizable economic activity and must not involve activities excluded by EU state aid rules.

Examples of Eligible Projects to Be Developed

• Setting up a new plant to produce biodegradable food packaging

• Upgrading a metalworking unit with robotic arms and energy-efficient systems

• Adding a second production line for a new product category in a cosmetics company

• Implementing a smart warehouse management system that optimizes delivery routes and stock levels

• Acquisition of machinery and equipment, including costs of transport, installation, and initial training for use

• Technology transfer through the acquisition of patents, licenses, know-how, or non-patented technical knowledge

• Software and IT systems essential to the digitalization or automation of the production process

• Construction works, remodeling, and adaptation of facilities directly linked to the supported operation

• Consulting services related to engineering, technical design, and project planning

• Marketing and branding costs strictly necessary for launching new products resulting from the project

• Studies or services required to assess compliance with environmental and digital transition principles (DNSH)

• Total budget for the grant: 287.000.000€
• Co-financing percentage: Up to 40%
• Maximum funding per company: 10.000.000€
• Minimum funding per company: 300.000€

• Be a micro, small, or medium-sized enterprise (SME) with organized accounting.

• Be located in one of the eligible regions (Norte, Centro, Lisboa, Alentejo, Algarve).

• Contribute to the production of marketable, internationalizable goods or services with high added value and national incorporation

• Align with Portugal 2030 priorities and promote:

  • Technological innovation

  • Digital transformation

  • Green transition

  • Job creation, particularly in qualified employment

• Demonstrate financial capacity to co-finance the operation and ensure project execution

• Comply with the “Do No Significant Harm” (DNSH) environmental principle

• Have no overlapping support for the same investments from previous editions of this call
