Description
The FY25 NIST Small Business Innovation Research (SBIR) Program Phase I seeks to support U.S.-based small businesses engaged in innovative research and development (R&D) projects that align with NIST’s mission. This program encourages private sector R&D to meet federal R&D needs, foster technological innovation, and enhance commercialization.
Project Types Supported
- Research and Development (R&D) Projects: Projects should focus on scientific and engineering discovery.
- Commercialization Projects: Proposals aimed at commercializing innovative technologies are prioritized.
- Prestandardization Research: Proposals may include prestandardization R&D with NIST collaboration, particularly in fields where standards are integral to NIST’s mission.
Eligibility Criteria
- Applicant Type: Must be a U.S.-based, for-profit small business with fewer than 500 employees.
- Primary Investigator (PI): The PI must primarily work for the small business, committing at least half of their time to the project.
- Invitational Requirement: Only applicants invited through the NIST Project Pitch process can submit a full proposal.
- Work Location: All work must be conducted within the U.S.
Eligible Expenses
- Research and Development Costs: Funding can cover research activities essential for technical feasibility.
- Prototyping and Testing: Expenses related to product development, testing, and iteration.
- Market Validation: Activities associated with customer discovery and market analysis.
- Technical and Business Assistance (TABA): Up to $6.500 may be allocated specifically for activities that support commercialization.
Financial Information
- Award Amount: Up to $100,000 per award, inclusive of both direct and indirect costs.
- Technical and Business Assistance (TABA): An additional $6.500 may be available for commercialization support activities.
- Performance Period: Phase I projects are anticipated to last six months, with an additional month for reporting requirements.
- Optional I-Corps Training: Budgets should consider an allocation of $25.000 for optional I-Corps training to improve commercial potential.

- Award Type: Phase I awards are provided as cooperative agreements, requiring collaboration with NIST researchers on specific technical aspects where possible.
- Subsequent Funding Opportunities: Successful Phase I awardees may be eligible for Phase II funding to continue R&D and bring the technology closer to market readiness.
