Digital Europe - Cloud, Data, and AI for Local Digital Twins

The measure supports the development of local and connected digital twins in the European Union, promoting the transformation of communities and cities through the use of data and artificial intelligence. It aims to build sustainable and interoperable digital twin infrastructures that align with the needs of cities and regions, enhancing urban efficiency and resilience while addressing challenges such as urban mobility, resource management, and climate change mitigation.

Project Type

• Projects that create urban digital infrastructures based on digital twins.
• Projects that promote interconnectivity between digital twins in cities and communities.
• Projects that use artificial intelligence to optimize public policies in areas such as mobility, climate, and water resources.
• Projects that expand the use of open-source tools for urban management.

Eligibility Criteria

• Legal entities established in EU Member States or countries associated with the Digital Europe Programme.
• Consortia composed of at least three independent partners from different eligible countries.
• Projects must address the development of digital twin-based solutions and data interoperability.

Eligible Expenses

• Up to €20,000,000 per project, with 85% of the budget allocated to financial support for third parties.
• Costs related to the creation and implementation of digital twins, AI tools, and urban data platforms.
• Support for innovative solutions for urban services such as mobility, energy, and climate change management.

Financial Information

• 100% co-financing per project.
• The maximum funding per project is €20,000,000.
• Projects must present a long-term sustainability plan and ensure interoperability with the EU cloud and data infrastructure.
