Description
The main goal is to help young unemployed individuals (aged 35 or younger) with higher education qualifications gain practical work experience and support their entry or re-entry into the job market. The program focuses on hands-on internships that do not substitute permanent jobs, and also encourages access to regulated professions, depending on the relevant professional associations. It is especially relevant for young people returning to Portugal after living abroad for at least 12 months, and for those living in Portugal’s interior regions. The initiative is funded by European Funds under the Portugal 2030 framework and is managed by the IEFP in Portugal.
Admissible Projects
- Internships must provide practical training and cannot simply fill a job vacancy.
- Projects are open to private legal entities, with or without profit motives, and to companies in revitalization or recovery processes.
- Beneficiaries must be unemployed, registered with IEFP, and meet age and qualification requirements.
- Internships for regulated professions depend on the decision of professional associations.
- Curricular internships and those in medicine/nursing are excluded.
- Special rules apply for people with disabilities and for those who have previously completed state-funded internships.
Examples:
- A tech company offers a 6-month internship to a 28-year-old with a master’s degree returning from abroad.
- A non-profit in an interior region hires a young unemployed graduate for hands-on project management training.
- A business provides a 12-month internship for a person with a disability who recently obtained a vocational qualification.
Eligible Expenses
- Monthly internship grants (amount depends on qualification level)
- Meal allowance (€6.00 per day)
- Work accident insurance (3.296% of IAS, €17.22 in 2025)
- Transportation expenses (10% of IAS, €52.25 in 2025, if not provided by the host entity)
Restrictions: Only expenses directly related to the internship are eligible. Entities must meet tax and social security obligations.
Financial Information
- Co-financing rate: 80% for internships in professions with gender underrepresentation, in interior regions, for people with disabilities, or when a permanent contract is signed within 20 days of internship end; 65% in other cases.
- Internship monthly allowances (2025): Level 4: €888.25; Level 5: €940.50; Level 6: €1,149.50; Level 7: €1,254.00; Level 8: €1,358.50.
- Meal allowance: €6.00/day.
- Work accident insurance: €17.22.
- Transportation expenses: €52.25 (if applicable).
- Maximum project duration: 6 months (12 months for internships for people with disabilities).
- IEFP support is based on unit costs per month and per internship.
Eligibility Criteria
- Applicants must be unemployed and registered with IEFP.
- Young people aged 18–35 with qualifications at level 4 or 5 of the National Qualifications Framework are eligible.
- Individuals over 35 must have obtained a level 4 or 5 qualification in the last 24 months and not receive an old-age pension.
- Young people aged 35 or younger with level 6 or higher qualifications are eligible.
- People with disabilities or incapacity may apply with level 4, 5, or lower qualifications.
- Emigrants returning to Portugal after at least 12 months abroad may apply for their first internship or job.
- Special consideration for single-parent families, those with unemployed partners, victims of domestic violence, refugees, ex-prisoners, recovering addicts, former military under certain conditions, homeless individuals, recognized informal caregivers, and those under residential care protection measures.
- Applicants who completed a previous state-funded internship must have obtained a higher or different qualification and have waited at least 12 months.
